  2.2 Judicial Standards and Social Objectives  
  Article 17-The concept of judicial responsibility  
17.1 The concept of judicial responsibility  
  Judges and magistrates have a solemn duty to the Living Law and to Members of the Society in the professional conduct of their duties.  
  Not only are judges and magistrates honor bound to their code of conduct, but must also be seen to be conscious of social standards and expectations in the execution of justice.  
  This is particularly the suit when dealing with highly emotional and particularly sensitive matters of moral depravity and injury against the social norms of decency.  
  While there may exist genuine tragedy surrounding the life of an alleged offender(s) in regards to a horrendous crime, judges and magistrates must always be responsible in their decisions with societies needs and then victim needs ahead of offender needs, namely:  
  (1) The social expectations of fair sentence and justice for serious crimes;  
  (2) The expectations of the victim (or their family) and a sense of justice;  
  (3) The mitigating circumstances of the convicted offender.  
17.2 Defending the Living Law against guilds, societies and associations that seek to usurp the Rights of Members and corrupt the Living Law  
  It is a solemn and sacred duty of all Judges and magistrates to defend the Living Law against attack by any guild, society or association of men and women that seek to usurp the Rights of Members and corrupt the Living Law.  
  Any guild, society or association of men and women that seeks to deliberately corrupt the Living Law for their own ends and abrogate the rights of other men and women through trickery and untruth are an enemy of the Living Law and have no right to claim superior status before the law.  
  Instead, such guilds, societies and associations of men and women that demonstrate contempt for the law, whilst claiming superior status and serious injury to the law by failing to properly represent the interests of others, must never be permitted to present themselves in any legitimate court of law as anything other than a man or woman of the lowest standing and disgrace.  
  Only when such men and women demonstrate clear and unmistakable resignation from such corrupted bodies and openly pledge their duty and honor to protect the Living Law shall any such man or woman demonstrate a true respect for law and therefore the right to act as counsel.  
17.3 The needs of the convicted offender should never be placed above the needs of the victim or society  
  A judge or magistrate should never place the needs/circumstances of a convicted offender above those of the victim or society. Where such judgments are delivered that manifestly contravene this fundamental judicial responsibility, such sentences shall form a justifiable basis for appeal and possible disciplinary action against the judge/magistrate.
