7. Police skills, competency and eligibility

55.1 Skills development  
  All police officers should be expected to take a period of time of at least one to two months every three years to undergo further training and skills review.  
  This should apply to all police officers, no matter how experienced or senior, as a matter of maintaining the highest skill levels of the force as a whole.  
  Ongoing skills development should focus on two core themes:  
  Maintaining existing skills and early identification of skills deterioration;  
  Development of new skills;  
55.2 Checking and maintaining existing skills;  
  All police officers should be required to reapply for their gun and force response license every three years as part of the skills review period.  
  While a person may have passed their gun and force response qualifications many times, as time progresses the natural deterioration of human response times and eye sight means all people lose certain skills.  
  A police office who does not pass their gun and force response test should no longer be permitted to be an officer in the line of duty and either offered a training position, a clerical position, management or honorable discharge.
